Our Mandate
The Department of Education (DepEd) through R.A. 9155 is mandated to protect and promote the right of all citizens to quality basic education and shall take appropriate steps to make such education accessible to all.
It shall establish, maintain, and support a complete, adequate, and integrated system of basic education relevant to the needs of the people and society.
It shall establish and maintain a system of free and compulsory public education at the elementary level and free public education at the high school level.
All educational institutions shall inculcate patriotism and nationalism, foster love of humanity, respect for human rights, appreciation of the role of national heroes in the historical development of the country, teach the rights and duties of citizenship, strengthen ethical and spiritual values, develop moral character and personal discipline, encourage critical and creative thinking, broaden scientific and technological knowledge, and promote vocational efficiency.
It shall take into account regional and sectoral needs and conditions and shall encourage local planning in the development of educational policies and programs.
To achieve quality basic education, DepEd has expressed its ‘Sulong Edukalidad’. This has been launched as explain by DepEd Secretary Leonor Magtolis Briones herself to remind us that our constitutional mandate is not only access to education but to provide quality education for every Filipino learner. Furthermore, we should realize that we still have much to do in responding to the constitutional mandate as far as quality education is concerned.
In response to the battle cry, the Schools Division Office I of Pangasinan has made its initiative to the rapidly changing learning environment of present and future learners and to be able to triumphantly ‘make a difference’.
Schools Division Office 1 of Pangasinan is a leading division of the Department of Education that considers the primary support structure in school operations and has direct administrative supervision over schools in districts one, two, and three of Pangasinan.
Among its major commitments are to develop a community of schools where everyone is a learner and to the hone each learner to become an excellent breed of pupil and student. And as it continues to sail across the depths of 21st-Century learning, it aims to journey in one vessel and to equip each one with knowledge and wisdom that will contribute to educational excellence bound with the values and sanguinity of every member – from its transformational leaders in the Schools Division Office to the most significant associates – the learners.
