In compliance with DepEd Order No. 31 s. of 2022, titled Child Rights Policy : Adopting the Rights-Based Education (RBE) Framework in Basic Philippine Education which states that “In RBE, DepEd programs pertaining to child protection, student governance and participation... are not viewed as extra, disparate or peripheral programs in basic education” and to reinforce Learner Formation (formerly Youth Formation), the designation of district school head in-charge as conduit and partner of division coordinators/focal persons for the implementation of Projects, Programs, and Activities (PPAs) becomes essential.
